1 cup Apple Cider Vinegar
2 cups Water
4 cups Sugar, divided; use as needed
2 tsp. Ground Cinnamon
½ tsp. Ground Cloves
½ tsp. Ground Allspice
1 Lemon, zested and juiced
2 tsp. Salt
